The emerging political system caused crises as a result of the application of the principle of sectarian quotas, the presence of conflicting political forces, and the unequal distribution between the political forces, creating weak political institutions that left Iraq facing fundamental challenges related to the ability of the government to develop applicable policies, strategies, and development plans in light of the continuing crises and unrest and the fragility of the general situation. The distribution crisis is a source of concern for the Iraqis, as it threatens security and peace in Iraq. At a time when the study confirms and acknowledges the existence of a distribution problem that has become a threat to the political system and the democratic experience; Because of the interconnection between them and political, economic, security and ideological factors that are intertwined and interact with internal and external factors (international - regional) that are affected and influenced by international, regional and local variables, because they have become not limited to the social sphere only, but rather have reached threats to the political system in general.
