'The book identifies more subtle but effective ways through which the EU can promote democracy in its non-democratic neighbours by inducing them to adopt functional EU policies, such as environment or energy, that contain democratic provisions. A thought provoking study particularly for those who maintain that the EU's democracy promotion in its neighbourhood has failed.'
